The fuel tax doesn’t account for cross-state travel. An MBUF can.
As we explore a mileage-based user fee (MBUF) as an alternative to the fuel tax, it’s imperative to take cross-state travel into consideration.
We issue quarterly newsletters and monthly Newsroom posts to share findings from our MBUF work, dispel myths about MBUF, and provide updates on MBUF news across the country.

As we explore a mileage-based user fee (MBUF) as an alternative to the fuel tax, it’s imperative to take cross-state travel into consideration.
We’ll build on recent findings to explore the potential impacts of MBUF in Eastern states, and help policymakers find an equitable transportation funding solution for all road users.
Our analysis showed that several synergies exist between MBUF and tolling. However, there are important considerations that make it challenging to take advantage of these synergies for account managers that are not also tolling providers.
Our 2020-2021 National Truck Pilot highlighted the need for policymakers to understand and leverage existing regulatory frameworks like the International Fuel Tax Agreement and the International Registration Plan. To address this need, we developed a tech memo explaining both.
As policymakers work to balance transportation funding needs with environmental goals, many wonder: Should the fuel tax be replaced with a mileage-based user fee, and should the per-mile rate be based on a vehicle’s fuel economy?
A transportation funding solution must address all road users and understand the unique complexities of each. That’s why our 2020-2021 work explored the impact of a mileage-based user fee (MBUF) approach on both commercial and passenger vehicles, and took on the biggest concerns related to a shift to MBUF: privacy, rural drivers, and the trucking industry.
