As we explore a mileage-based user fee (MBUF) as an alternative to the fuel tax, it’s imperative to take cross-state travel into consideration.
We’ll build on recent findings to explore the potential impacts of MBUF in Eastern states, and help policymakers find an equitable transportation funding solution for all road users.
Our analysis showed that several synergies exist between MBUF and tolling. However, there are important considerations that make it challenging to take advantage of these synergies for account managers that are not also tolling providers.
Our 2020-2021 National Truck Pilot highlighted the need for policymakers to understand and leverage existing regulatory frameworks like the International Fuel Tax Agreement and the International Registration Plan. To address this need, we developed a tech memo explaining both.
