We want to invite you to join our Pilot to help explore the future of transportation funding. The Pilot was extended through June 30, 2026, to allow participants more time to experience how an MBUF system would work.
*Drivers from Virginia are not eligible to participate in the Pilot since their state already has an MBUF program in place.

Gas taxes and now electric vehicle (EV) fees (in 41 states) are largely responsible for funding a well-functioning transportation system that gets you where you need to go, delivers packages to your door, and keeps groceries on the shelves. However, as more vehicles go farther on less gas and some stop using any gas at all, drivers are contributing different amounts to our roads and it will be harder to maintain our transportation system in the future. We need a new way to pay for our roads.
The Eastern Transportation Coalition (TETC) is partnering with Transurban to evaluate if a mileage-based user fee (MBUF) could be a good alternative to the traditional state fuel tax and/or EV fees. An MBUF means that all drivers would contribute to transportation infrastructure solely based on the miles they drive, not the type of vehicle they own. It strengthens the connection between using the road and paying for the road.
To better understand how an MBUF program could work, TETC is conducting the TETC MBUF Pilot for individuals in the transportation industry. Drivers in most TETC member states* are allowed to participate in the Pilot. You will have the opportunity to test MBUF technology, provide feedback, and help determine if this system could be a transportation funding alternative in your region. Enrollment in the Pilot is not equal to support of MBUF; it will provide you with a way to say what you like and want you don’t like about this idea.

You can select how you want to record your miles when you sign up. You can choose from four mileage-reporting options (MROs) based on what works best for you:
***If you select either Plug-In Device as your MRO, you will receive it in the mail after completing enrollment.

The Pilot has strict privacy protection measures in place to safeguard your data, such as:
Drive as you normally do! Your participant dashboard will collect and manage your daily mileage driven once you enroll and continue through the end of the Pilot, which has been extended to June 30.
Once you are enrolled in the Pilot and begin recording your mileage, you will be sent a Participant Survey to gather your initial thoughts and knowledge about all things MBUF-related. This will come through the Pilot email ([email protected]) to your email account on file.
Additionally, you will receive monthly mileage reports to show how much you would owe in an MBUF system compared to what you are currently paying, based on how many miles you have driven and your vehicle type. No actual money is involved or exchanged.
After the Pilot ends on June 30, 2026, mail back your Plug-in Device or disable vehicle disable telematics (as applicable). If you opted to receive a Plug-In Device as your MRO, you will be emailed a prepaid return label to mail back the device after the end of the Pilot in early July 2026.
Shortly after the Pilot is completed, you will be sent a Final Participant Survey to gather final thoughts and feedback. This will come through the Pilot email ([email protected]) to your email account on file.
