Help us explore the future of transportation funding in New Jersey!
The Eastern Transportation Coalition (the Coalition) is exploring an MBUF, where each driver would contribute to our transportation system based on the miles they drive instead of the gas tax or an annual electric vehicle (EV) fee such as the one enacted in New Jersey in July 2024. To do this, the Coalition is partnering with the New Jersey Department of Transportation to study the impacts of an MBUF system specifically on EV drivers.* As an EV owner, your voice is important to us. By participating in this Pilot, you will have the opportunity to share your opinions on an MBUF system and the future of New Jersey’s transportation funding. Eligible participants can earn up to $100!
*Plug-in Hybrid Electric Vehicles (PHEVs) are not eligible to participate in the Pilot.
Did you know that as of July 1, 2024, EV drivers pay an annual EV fee to support transportation funding in New Jersey? However, as a flat fee, all EV drivers contribute the same to road funding regardless of how many miles they drive. An MBUF could be an option to replace both the annual EV fee and the state gas tax. This means that all drivers, no matter the vehicle type, would contribute to the state’s transportation infrastructure based on the miles they drive.

Enrollment will be open beginning October 1, 2024! You will sign up through GeoToll, the technology provider for this Pilot. Since this Pilot is a simulation, you will never be charged any fees or required to pay anything to participate. Grab your vehicle identification number (VIN) in advance to make enrollment a breeze!

You can select how you want to record your miles when you sign up. You can choose from four mileage-reporting options (MROs) based on what works best for you:
*If you select an OBD Plug-in Device, you will receive it in the mail after enrollment is complete.

The Pilot has strict privacy protection measures in place to safeguard your data, such as:
Drive as you normally do! Your participant dashboard will collect and manage your daily mileage once you enroll in October 2024 and continue through January 31, 2025.
In addition, you will receive monthly mileage reports to show how much you would owe in an MBUF system, based on how many miles you have driven, compared to the current EV fee. No actual money is involved or exchanged.
After the Pilot ends on January 31, 2025, uninstall the app, unsubscribe from the vehicle telematics, or mail back your device.
If you opted to receive an OBD Plug-in Device as your MRO, you will be emailed a prepaid return label to mail back the device after the end of the Pilot in February 2025.
Participants will be sent a Final Participant Survey shortly after the Pilot is completed. Participants who complete the survey and are eligible for the incentive program will receive their $100 gift card. Click here to learn more about the incentive program.
