What is the New Jersey MBUF Pilot: Electric Vehicles?

To better understand if a MBUF could work, The Eastern Transportation Coalition (the Coalition), in partnership with the New Jersey Department of Transportation (NJDOT), is conducting a Pilot program for owners of electric and plug-in hybrid electric vehicles to experience an MBUF and provide feedback on what they like and don’t like.

To better understand if a Mileage-Based User Fee could work for New Jersey, The Eastern Transportation Coalition is conducting a Pilot Program and recruited individuals throughout the state to gain insights into how it works for them.

How to Participate


Enrollment will be open beginning March 1, 2024! You will sign up through GeoToll, the technology provider for this Pilot. Since this Pilot is a simulation, you will never be charged any fees or required to pay anything to participate. Grab your vehicle identification number (VIN) in advance to make enrollment a breeze! 

To thank individuals for their participation, a $100 incentive is available after the Pilot is completed for eligible participants. Click here [link to incentive one-pager] to learn more and to see if you are eligible.


You can select how you want to record your miles when you sign up. You can choose from four mileage reporting options (MROs) based on what works best for you: Smart Mobile App With GPS, In-Vehicle Telematics With GPS, OBD Plug-in Device With GPS, or Odometer Capture App Without GPS. If a plug-in device is selected, you will receive it in the mail after enrollment is complete. Then, activate and drive! Not sure which MRO to select? The Pilot has strict privacy protection measures in place to safeguard your data, such as: 

  • Limiting the amount of personal information required for participation. 
  • Prohibiting the sale of data to any third-party entities. 
  • Requiring all personal identification data to be destroyed after the Pilot. 
  • Giving participants the option to opt out of GPS (location-based) services. 
  • Providing a participant agreement that states what data will be collected and how any personal identifiable information will be used and then destroyed.  


Drive as you normally do! Your GeoToll dashboard [URL Link] will collect and manage your daily mileage through May 31, 2024.

In addition, you will receive mock monthly statements to show how much you would owe in an MBUF system based on how many miles you have driven compared to the current gas tax based on vehicle fuel consumption. No actual money is involved or exchanged.


After the Pilot ends on May 31, 2024, uninstall the app, unsubscribe from the vehicle telematics, or mail back your device.

If you opted to receive a plug-in device as your preferred MRO, you’ll be provided with a prepaid mailer to send back the device after the end of the Pilot in June 2024 (instructions will come with the device).

Participants will be sent a Final Participant Survey shortly after the Pilot is completed. Participants who complete the survey and are eligible for the incentive program will receive their $100 gift card. Click here [link to incentive program one-pager] to learn more about the incentive program.
